Lotteries are not legal. I'm not sure about not-for-profit ogranizations (I do see a lot of "raffles"). The problems with Space Travel also seem to relate to a consent agreement which they may or may not have violated. Regardless of the lottery issue, contempt of court is a nasty charge. I really hope this comes out okay, but, of all the states to run a lottery in, why Texas?
